An example of efficiency
Basically the Italian Direct Debit, called CBI, is one of the most advanced in Europe. The system is split into two separate activities:
1) Electronic Record Alignment (AEA)
2)Direct Debit Financial (CBI)
The first environment has the ability to initiate the alignment between the Company and Banks through a Processor which provides all the additional required, from formatting the phisical file to diagnostic and validate the Bank coding by a number of formality reports (i.e. file received, file sent to Banks, Banks received file, collecting completed, Bank returning in a various of Return Direct Debit side - Technical/Derogatory/Mandate not aligned/Mandate revoked by Bank initiative, Customer complain etc). The seconnd environment, the CBI manages the Direct debit initiation by sending the Financial file to the interbanking network, following a cycle of every hour. This creates the opportunity to resubmit the amount previously rejected for "any reason" and agree with Customer a line to recover the entire amount.
The regulations are currently under the SEPA enhancements (Single Euro Payment Area) which has introduced the IBAN as mandatory (International Bank Account Number) and in the near future the BIC (Bank Identifier Code).
The Italian Market is currently managing the the IBAN enhancement of B2B and B2C side.
SEPA will provide a number of common regulations which will be integrated into the Italian National Scheme (CBI).
The CBI (currently the version is 2.0) has a link with the Interbanking Network and the ability to send the DD files in peer-to-peer mode in a XML format.

In Italy the Direct Debit System, uses the same CBI standard across all financial institutions and Public utilities; this obviously facilitates data interchange and in the near future the electronic invoices together with government agencies.
